Emergency sitting needs Sultan’s consent, says Selangor exco

An emergency state legislative assembly in Selangor can only be held with the consent of the Sultan, a state executive councillor said today.
Exco Sallehen Mukhyi, in a statement, urged "certain parties to understand the state constitution" before they insist that Menteri Besar Tan Sri Abdul Khalid Ibrahim call for an emergency sitting.
"Khalid must get the consent of Sultan Sharafuddin Idris Shah to call all state assembly members to attend the sitting.
Sallehen (pic, left), who chairs the state Islamic Affairs, Agricultural Modernisation and Rural Development committee, said there had been no discussions held with Khalid on holding an emergency sitting.
Last night, Khalid said in a statement that the Sultan was satisfied that he has the support of the majority of Selangor assemblymen and has ordered him to decide on the post only after August 27.
"His Royal Highness has stated that he is satisfied that I have the majority support of the assemblymen when I briefed him on August 11, 2014.
"Futhermore, His Royal Highness has stated that I don't make a decision or announce anything about the menteri besar post until he returns on August 27 for me to have an audience with him," Khalid said.
Khalid also said the ruler's directive came after he had communicated with the Sultan on the latest developments, including the sentiments among the Selangor assemblymen.
He advised those claiming that he had misled the Sultan to write to the ruler to seek an explanation.
Yesterday, DAP parliamentary leader Lim Kit Siang told Khalid to convene an emergency state assembly sitting to test his majority, after 30 assemblymen declared their support for Datuk Seri Dr Wan Azizah Wan Ismail.
Lim said it was clear that the two-term MB had lost the confidence of the majority in the 56-seat state assembly.
"As an emergency state assembly can only be convened by the menteri besar, is Khalid prepared to uphold the word and spirit of the Selangor constitution to convene such an emergency meeting?" Lim asked.
Fifteen DAP assemblymen, together with 13 from PKR and two from PAS, have declared their loss of confidence in Khalid and fully backed Dr Wan Azizah for the MB post.
This means Khalid now only has support from opposition Umno who has 12 representatives, as well as himself, who is now an independent candidate after he was sacked from PKR last week.
PAS has 15 assemblymen in the state, of which 13 have yet to declare their stand.
Khalid was sacked from PKR last Saturday for refusing to vacate his MB post.
After the Sultan consented that Khalid can remain as MB, he told PKR and DAP exco members that they could resign if they were not with him.
On August 12, Khalid announced the sacking of five state excos from PKR and DAP for "refusing to cooperate" with him as the Selangor MB, saying the action had received the royal consent. Another exco PKR resigned days later.
Only four PAS excos, including Sallehan, remain in the state executive council.
The PAS leadership is meeting tomorrow to decide on whether to support PKR's decision to appoint Dr Wan Azizah as the new MB, which could end the impasse in the state.
