Doctors hope for a GST-free healthcare budget

Doctors suggest how healthcare can be affordable, accessible, and GST-free.
doctor GSTPETALING JAYA: The healthcare sector said they hoped that healthcare would be GST-free in the upcoming Budget 2015.
Steven Chow who is President of the Federation of Private Medical Practitioner’s Associations Malaysia pointed out that “healthcare is the rakyat’s right” and since the sick “were already suffering”, they should be spared from having to pay GST on healthcare services.
He also said that the government should uphold its promise made two elections ago to refrain from privatising public hospitals and healthcare facilities.
This would protect the lower income group and those who were not insured while making healthcare more affordable and accessible.
According to Chow, the lack of laws to regulate hospital fees and commercialised healthcare services had resulted in the spiralling cost of healthcare.
“We urge the immediate implementation of regulations to require all private hospitals to declare their fees for hospital procedures.”
Chow said the Association’s wish list also included an increase of the government’s healthcare allocation from between 6 per cent to 7 per cent of the Gross Domestic Product.
He reasoned that this money could be used to channel public hospital out-patients to private clinics so long waiting lists at public out-patient clinics could be reduced.
Likewise, Chow said that if the wait list in public hospitals for patients requiring surgery and procedures was too long, the patients could be referred to local private healthcare facilities instead of being sent overseas to save time and cost.
Other “wishes” included creating a Dengue task force as well as controlling healthcare costs and increasing healthcare funding.
