Inspector-General of Police, Tan Sri Khalid Abu Bakar confirmed the arrest of the four men, aged between 30 and 45.
According to police sources, the four had been working for an underworld boss who was the target of the grenade attack.
The source said the four had been picked up merely to facilitate investigations to find out what occurred.
"We are still working on various possibilities, including the theory that the underworld boss had been pinching bookies from other syndicates."
The source said that the 53-year-old underworld boss had made his mark in the vice trade for about 10 years, bringing in women from Vietnam.
"However, the boss was attracted by the huge profits which could be reaped from gaming without the high overheads involved in the vice trade.
"But he needed the runners and bookies on the ground who took and accepted bets from punters. Hence, the major 'headhunting' exercise," said the source.
"But the boss's 'headhunting' exercise earned the ire of other syndicates, who took umbrage at their bookies being pinched and lured away."
Police believe that the hand grenade attack last Thursday was carried out by a rival gang as a final warning to the boss to back off.
Following the attack which claimed the life of 36-year-old car jockey Tiong Kwang Yie, the boss is believed to have fled to Thailand.
The attack drew condemnation from Putrajaya, which prompted police to focus all their attention on finding those responsible.
Numerous vice dens and nightclubs in the Bukit Bintang area were raided as police searched for the underworld boss who had been targeted.
On Monday, the boss turned up at the Kuala Lumpur police headquarters at 9pm and was interviewed by police until 11.45pm before being released.
Police have so far recorded statements from 21 witnesses including those injured in connection with the case.
