KHALID SHOCKER: Water deal with Putrajaya SO SECRET no one has copy of agreement incl State Secretary - Tony Pua
We fully support Selangor Menteri Besar Azmin Ali’s call for the Water Restructuring Agreement signed with the Federal Government to be declassified and disclosed publicly and express our shock that the state government has no copy of the Agreement
Selangorians are in complete shock when new Selangor Menteri Besar Azmin Ali announced yesterday that the Selangor state government does not yet have a copy of the water restructuring agreement signed with the Federal Government 3 weeks ago.
The former Menteri Besar, Tan Sri Khalid Ibrahim had hurriedly signed the agreement on 12 September 2014 despite the fact that he has lost the confidence of the majority of the state assembly and had tendered his resignation to the Selangor Sultan. The speed at which the mysterious agreement was concluded raises strong concerns that the state may have been shortchanged.
While we had fully supported the Selangor Water Industry restructuring exercise led by the former Menteri Besar, we believe that the devils are in the details and the future burden to be carried by the consumers in the state will be heavily dependent on the exact terms agreed.
The question is whether the former Menteri Besar had not only packed his bags of his personal belongings from his office, he also mistakenly packed the mysterious water agreement with him as well such that even the State Secretary do not seem to have a copy.
It is either that, or the Federal Government is showing complete disregard and disrespect to the Selangor state government by not releasing the agreement to the latter. That would be a severe trampling of the rights of the state government as an equal party to the agreement. It is inconceivable how the entire state government, including the former executive councillors under Tan Sri Khalid Ibrahim are completely clueless as to why the state doesn’t have a copy of the agreement.
We call upon the Federal Government to immediately release the landmark agreement to the State Government so that the latter can discover their rights and obligations. Only with a copy of the agreement can the new state executive council decide on the next appropriate course of actions which needs to be taken to protect the rights of Selangorians.
In addition, we fully support the call by the Menteri Besar to demand that the Agreement be declassified from the draconian Official Secrets Act so that the public can be fully informed of its contents. Since the agreement purportedly only covers the restructuring exercise, there is no obvious threat to national security and hence it is only right for a responsible, transparent and accountable government to disclose it publicly.
