Putrajaya, New Zealand working on extradition of sex assault suspect

Putrajaya and the New Zealand government are working together to extradite Muhammad Rizalman Ismail, 38, back to Wellington to face charges of sexually assaulting a woman last May, said Wisma Putra.
"The process to extradite Rizalman is being undertaken in the spirit of close cooperation within the existing legal parameters in Malaysia and New Zealand, taking into consideration that no extradition treaty exists between the two countries.
"Malaysia and New Zealand are committed to upholding just practices and the rule of law in ensuring that Rizalman receives a fair trial," Wisma Putra said in a brief statement.
The father of four had allegedly followed Billingsley from a bus stop to her Brooklyn house before breaking in and undressing himself. The woman said she fought him off as neighbours went to her aid.
It was reported that Rizalman later waited outside her house for police to show up.
On May 22, Rizalman flew back to Malaysia after Wisma Putra invoked diplomatic immunity for him, and on May 29, an e-mail from police to court officials noted that Rizalman had left New Zealand.
Rizalman's release and return to Malaysia after invoking diplomatic immunity in New Zealand sparked an outrage in the country.
Following his return, Rizalman was warded for psychiatric tests at the Tuanku Mizan Military Hospital in Kuala Lumpur.
Last month, Putrajaya said it was preparing for Rizalman's extradition, saying it was committed to seeking justice while at the same time following proper legal procedures.
