TOTAL FIASCO: Education ministry U-turns, now rethinking ban on forecast results

KUALA LUMPUR - The Education Ministry said today it is rethinking an earlier decision to ban Form Five students from using their Sijil Peperiksaan Malaysia (SPM) forecast results for admission into private institutions.
The Star Online reported Second Education Minister Datuk Seri Idris Jusoh as telling a press conference in Johor Baru that the ministry will meet with concerned stakeholders before a final decision is made on the matter.
“We are taking a middle ground, and hopefully, will come up with an amicable solution for everyone soon,” the news portal quoted Idris saying at Universiti Teknologi Malaysia (UTM) in Skudai today.
On Sept 28, The Sunday Star reported that SPM forecast results will no longer be admissible for pre-university and foundation programmes entry in private tertiary institutions beginning January.
A circular issued by the Education Ministry dated May 23, 2014, which was sighted by Malay Mail Online, stated that SPM forecast results may only be used to secure travel documents and not for entry into higher education programmes.
“The use of forecast result (sic) for international students’ applications to further their studies at private higher education programmes is only for their visa applications to enter Malaysia.
“This will not affect the process and conditions that have been enforced before this, where students still need to use their actual results when registering for private higher education programmes,” stated a letter dated July 1, 2013 that was contained in the circular.
The move saw an uproar by parent groups and students concerned the ruling would risk local students losing out to their counterparts abroad and that it will be a waste of time.
The change risks exacerbating the perennial issues with university placements that already exist due to preferential quotas for the Bumiputera communities.
Forecast results are commonly used by non-Bumiputera students for private tertiary education, and the move will put the group on par with those who must wait for the official SPM scores when applying to public universities. -Malay Mail
